In the attar/perfumery context, “Ruh” generally refers to a pure, undiluted extract (often without sandalwood or other bases).
Kesar means saffron. So “Ruh Kesar” means the pure (or essence) of saffron, or at least a very saffron-dominant attar without heavy dilution or masking.
Traditional attars are often made by methods like Deg-Bhapka or co-distillation, sometimes using sandalwood oil as a base. But “Ruh Kesar” (pure) tries to minimize or eliminate extra bases so the saffron aroma is front and center.
